Many companies, particularly those that have grown over time by a process of acquisition, find that they have a number of networks in operation, some of which will be running on legacy infrastructure and using legacy protocols (fixed-wire Voice, FR, ATM, IP etc).

Operations can be simplified and costs reduced by eliminating many of these networks and by converging services to run over a single IP-based infrastructure. This can be accomplished either by re-implementing applications to run directly over IP, or by 'tunneling' legacy protocols over an underlying IP network (Frame-over-IP, Voice over IP, etc).
